Quick rule of thumb: conductive liquid → electromagnetic (SE11E for accuracy, SEB600S for no-power field sites). Steam/gas, one meter for all three phases → vortex (SV21). Direct gas mass flow → thermal (ST51/ST54). Budget, dirty, or large-line → differential pressure (SD41 balanced is the accuracy pick).
